What is apples-to-apples comparison?

An apples-to-apples comparison means every bid covers identical scope, so the only thing that differs is price. Raw contractor bids are almost never apples-to-apples — each describes slightly different work. You make them comparable through scope normalization: mapping every line item across bidders and pricing the gaps before comparing any totals.

Property managers are often told to 'compare apples to apples,' but no one explains that the bids don't arrive that way. Making them comparable is work: you have to build one common scope and restate every bid against it.

Until you've done that, the bottom-line numbers describe different jobs, and the cheapest one usually just describes the smallest job.
